NOTICE OF 45-DAY PUBLIC COMMENT PERIOD
FOR AMENDMENT #02 TO THE FRANKLIN COUNTY RESTORE ACT
MULTI-YEAR IMPLEMENTATION PLAN (MYP)
This is a notice that Franklin County has revised its most recent approved Multi-Year Implementation Plan (MYP) and will be submitting the Plan to the U.S. Department of Treasury, Office of Gulf Coast Restoration, in accordance with RESTORE Act Standard Terms and Conditions, as amended. The Plan will be made available to the public on April 25, 2024, for a period of forty-five (45) days. The Plan will be available on the Franklin County Website at https://www.franklincountyflorida.com, select the option ‘MULTIYEAR IMPLEMENTATION PLAN AMENDMENT #2’ on the quick link menu bar to the right of this announcement or to view in-person at the Franklin County Courthouse, 33 Market Street, Suite 203, Apalachicola, Florida 32320 and the Franklin County Courthouse Annex, 912 N.W. Avenue A, Carrabelle, Florida 32322. The public comment period will close on June 10, 2024. The Plan outlines the funding allocation plan for monies coming from the Deepwater Horizon Oil Spill in accordance with eligible activities as set forth in the RESTORE Act.

Tourist Development Council
The Franklin County Board of County Commissioners is seeking volunteers to serve on its Tourist Development Council. If you are willing to become part of your local government by volunteering and meet the council member criteria (below), please complete the TDC member application. This application can be downloaded from the County’s website (www.franklincountyflorida.com), or by requesting a copy from cortnib@franklincountyflorida.gov / kimberlyr@franklincountyflorida.gov, or visiting the County’s administrative offices located at 248 US Highway 98 (Old Gulf State Bank Building), Eastpoint, FL., 32328 for a printed copy. A resume or cover letter with a brief background of your experience is recommended, but not required.
Applications are due on or before May 24, 2024, and should be submitted to the Franklin County Commission office located at 33 Market Street, Suite 203, Apalachicola, Florida, 32320 with the heading or subject line: Tourist Development Council Member.
Council Member Criteria
A resident/elector of Franklin County, Florida, involved in the tourist industry and has demonstrated an interest in tourist development, but are not an owner or operator of motels, hotels, recreational vehicle parks, or other tourist accommodations in the County that are subject to the tourist development tax.

Franklin County, Fla.—The Florida Department of Health in Franklin County (DOH-Franklin) is monitoring rabies among wild animals in the area. This is in response to a single confirmed case of rabies in a raccoon that was killed in Apalachicola off 26th Ave. in Franklin County on April 30, 2024. All residents and visitors should be aware that rabies may be currently present in the wild animal population.
People and domestic animals should always avoid physical contact with wild animals (e.g., raccoons, bats, foxes, skunks, otters, bobcats, coyotes), which carry a higher risk of human exposure and a need for rabies post-exposure treatment. If you are exposed to rabies, receiving appropriate treatment after exposure will protect you from the risk of rabies.
Take the following precautions to prevent rabies exposure:
• Immunize your pets and livestock based on your veterinarian’s recommended schedule.
• Keep pets under direct supervision and on a leash, and keep livestock secured on your property. If an animal bites your pet or livestock, seek veterinary assistance for the animal immediately and contact Franklin County Animal Control at 850-670-4733.
• Avoid contact with wild or stray animals. Do not handle, feed, or unintentionally attract them with outdoor pet food, open garbage cans, or other sources of food. If you have been bitten or scratched by a wild or domestic animal, seek medical attention, and report the injury to DOH-Franklin by calling 850-653-2111.
• Never adopt wild animals or bring them into your home; instead contact a licensed wildlife rehabilitator.
• Call your local animal control agency to remove any stray animals from your neighborhood. Contact Franklin County Animal Control at 850-670-4733.
• Prevent wildlife, including bats, from entering living quarters or occupied spaces in homes, schools, and other similar areas where they might come in contact with people and pets.
